Both Con Edison and NYSEG have billing assistance programs available to customers. Click on your utility company for more information.
Special protections are available for consumers with medical emergencies; or who are elderly, blind or disabled; and to all consumers during the cold weather period between November 1 and April 15. Know your consumer rights under the The Home Energy Fair Practices Act.

Home Energy Assistance Program (HEAP)
The Home Energy Assistance Program (HEAP) can help eligible New Yorkers heat and cool their homes.
If you are eligible, you may receive one regular HEAP benefit per program year and could also be eligible for emergency HEAP benefits if you are in danger of running out of fuel or having your utility service shut off.

HEAP may be able to help you if you heat your home with:
- Electricity
- Natural Gas
- Oil
- Coal
- Propane
- Wood/Wood Pellets
- Kerosene
- Corn
When HEAP is open, you can apply for a Regular HEAP Benefit at myBenefits.ny.gov.
