Westchester County's Lead Safe Westchester (LSW) Program

Many residents and property owners are unaware that Westchester County offers dedicated grant funding to eliminate these risks—at no direct cost to eligible applicants.
Through the Lead Safe Westchester (LSW) Program, millions of dollars in federal funding are actively being deployed across the region to inspect homes and repair structural safety hazards.
What Is the Lead Safe Westchester Program?
The Lead Safe Westchester Program is a county initiative designed to finance home improvements and repairs that reduce lead paint hazards and address other health and safety risks. Funding is available for both single-family and multi-family residential properties originally constructed before 1978 (the year lead-based paint was banned for residential use).
What Does the Grant Cover?
Eligible properties can receive assistance to identify and resolve environmental hazards. The program covers:
- Comprehensive Inspections: Professional testing to identify lead hazards.
- Window and Door Replacement: Replacing older, deteriorating windows and doors that create lead dust.
- Paint Stabilization & Repairs: Sealing, stripping, or repainting surfaces with peeling or cracking lead-based paint.
- General Safety Hazard Remediation: Addressing other eligible safety repairs to ensure a healthier environment.
Who Qualifies for Priority Assistance?
Priority is given to households occupied by pregnant women or young children under six because infants, toddlers, and developing fetuses are at the highest risk for developmental impairment from lead exposure.
