Housing Opportunities Through Modernization Act
The Housing Opportunity Through Modernization Act of 2016 (HOTMA), signed into law on July 29, 2016, made significant reforms to federal housing programs, notably Public Housing and the Section 8 Housing Choice Voucher Program. Key changes include revised rules for income and asset calculations, new requirements for unit inspections, changes to the Project-Based Voucher (PBV) program, and efforts to streamline the processes for housing agencies and residents. HOTMA also addressed other areas, such as Rural Development programs and FHA mortgage insurance for condominiums.
Some New Rules take effect July 1, 2025.
